What we knew in 2009 about  the University North Park Tax Increment Finance District.
The article linked below gives a nice summary of the bumpy start of the UNP TIF district.

An economic downturn impacted the TIF plans from the early stages. Plans had to change.

"Likely to be absent from the revised development plan is the Lifestyle and Cultural Center — a conglomeration of public art features, public spaces, and entertainment venues which served as a main selling point for the City’s subsidization of the TIF project."

Of great importance is the acknowledge that the TIF would end.

"Some councilmembers have been careful to emphasize that the UNP TIF development is a long-term plan, with the estimated completion date in 2015. "
In 2017, there's a reluctance to let the project end.
